Rereading Half-Blood Prince

A question has occurred to me. It occurred to me before, but I forgot ;P

How come house-elves can Apparate and Disapparate within Hogwarts? And to and from Hogwarts, too, I'd expect; that's probably how Kreacher got there. Is this ability part of the reason why they're endentured servants/slaves? In the distant past, did wizards think their unfettered Apparition access was too dangerous?

Did I miss an explanation of this somewhere?

Rorujin: How is Dobby able to Apparate inside Hogwarts if no one else can?

JK Rowling: He's a house-elf, they've got powers wizards haven't got (but wizards have also got powers that house-elves haven't).

I always assumed that it wasn't really apparating, or that house-elves are exempt so they can get on with their duties at the school.

Interesting...for security reasons, I personally wouldn't let anyone Apparate in Hogwarts if I could help it, so I kind of doubt it's an exemption...but who knows, really. I'm going to stick with my house-elves getting around it because they're house-elves theory, because I like the idea that they were enslaved due to their powers. It's realistic and tragic, and sets things into place for an interesting future turn of events.

(I like it in a story sense, mind you. I'm not a fan of slavery, obviously!)
